If your house is in a historic district

Norristown has two National Register districts, Central Norristown and the West End, with about 3,600 buildings between them. The Historical and Architectural Review Board (HARB) covers both. Work visible from a public way that needs a building permit also needs a Certificate of Appropriateness from Municipal Council first.

HARB meets the fourth Wednesday of the month at 7 PM, and applications are due 10 business days before. The rear of a building usually isn't covered unless it faces a street. HARB lists roofing and asks about roof style and materials.

Routine maintenance is not regulated by HARB. A change you can see from the street usually is.
